Exception thrown when no quota is set for an app for a resource.
Quota gives an app an idea of how hard a resource limit you should impose on your application
to let the overall system work best. Products set the resource levels per application using the
ResourceManager’s configuration. ResourceManager (RM) calls it the application resource budget.
The budget can be set on memory, cpu, and cache storage. Refer to resource budget for more
information on RM’s behavior regarding resource budget. It is recommended that apps keep their
resource usage under the budget to avoid actions being taken by the OS to reclaim resources.
