Extends com.amazon.apmf.IStandard Interface to configure encoder features.

void requiresDynamicBitrate()
Request support for dynamic bitrate changes. Dynamic bitrate means, on the fly changing bitrate in range of min/max supported by codec bitrate mode should be set to constant bitrate to use this feature.

Request support for specific bitrate mode
